Workshop on Counter Narcotics Investigation

The workshop on Counter Narcotics Investigation was organized by the ECO-Drug and Organized Crime Coordination Unit (DOCCU) on 14-16 May, 2012 at the Turkish International Academy Against Drugs and Organized Crime (TADOC), Ankara, Turkey. The workshop was held within the framework of EU-funded project titled “Fight Against Trafficking from/to Afghanistan with the ECO Member States and with the technical support of TADOC. The course was led by Turkish Experts. Officials from the investigation and operational departments of the anti narcotics agencies/forces of the ECO Member States namely, the Islamic Republic of Afghanistan, the Republic of Azerbaijan, the Islamic Republic of Iran, the Kyrgyz Republic, the Islamic Republic of Pakistan, the Republic of Tajikistan and the Republic of Turkey along with the relevant staff of the ECO-DOCCU, attended the workshop.  The Technical Coordinator for the EU-funded Project from the German International Cooperation Agency (GIZ), Berlin, also participated in the workshop. The main objective of the workshop was to prepare the law enforcement officers of anti-narcotics units for their role in performing their operational duties and tasks and equip them with the necessary knowledge, skills and attitudes to enable them to combat against drugs competently, confidently, and ethically.

Topics like  classification of new types of drugs, drug-trafficking trends and routes, drug-trafficking trends and routes (Turkish Case), counter-narcotics investigations strategies including traditional and modern methods, launching, extension and investigation strategies for drug crime investigations, understanding control delivery operations and legal framework as also the importance of international cooperation and communication in implementation of controlled deliveries, were discussed during the training. The course also included practical exercises which provided an excellent opportunity for exchange of information and sharing best practices being pursued in their respective countries.

The participants highly appreciated the ECO-DOCCU, TADOC as also the European Union for their support to organize this important workshop. Towards the end of the workshop, Mr. Ismail Ozturk, Head of TADOC along with Mr. Hossein Pourkarami, Leader of Component-I of the Project, awarded the certificates to the participants.

The above-mentioned EU-funded project is under implementation by the ECO-DOCCU and has four different components. Apart from the DOCCU, other consortium partners are German International Cooperation Agency (GIZ), INTERPOL, United Nations Office on Drugs and Crime (UNODC) and the German Federal Criminal Police (BKA).
